MADISON, Wis. (AP) — The Milwaukee Common Council on Friday overwhelmingly approved building a new youth prison in the city to replace a troubled one in northern Wisconsin that has been targeted for closure for years.

Officials in Gov. Tony Evers’ administration announced Tuesday they had picked a site in an industrial area of the city for the facility.

The family of a slain Texas soldier has filed a lawsuit seeking $35 million in damages from the U.S. government. Vanessa Guillen, 20, was sexually harassed and killed at U.S. Army base Fort Hood. Her family is seeking damages for sexual harassment, abuse, assault, rape, sodomy and wrongful death. Military officials found Guillen was sexually harassed and leaders failed to take appropriate action. The lawsuit follows a Thursday's decision from the 9th U.S. Circuit Court of Appeals that a law baring troops from seeking damages over injuries during service did not apply to a sexual assault lawsuit.

Russia's gross domestic product contracted 4% in the second quarter of this year, the first full quarter since Russia sent troops into Ukraine. The state statistical service reported the drop on Friday. Russia was hit with a wide array of sanctions following its move into Ukraine in late February, including ones that cut off some Russian banks from the SWIFT international transfer system, and a significant exodus of foreign companies. The report by the Rosstat service did not analyze why GDP was lower this year than in the same quarter of 2021. But it said there was a 15.3% drop in wholesale trade and a 9.8% contraction in retail trade. Russia had reported sizable GDP increases for the last four quarters.

A former Kentucky police detective intends to plead guilty to a civil rights charge stemming from the botched drug raid that led to Breonna Taylor's fatal shooting in 2020. Media outlets report that former Louisville Detective Kelly Goodlett is set to appear before a federal judge to enter her plea on Aug. 22. Goodlett's attorney didn't immediately return calls and emails seeking comment Friday. Taylor's death helped spark nationwide racial justice protests in 2020. The Courier Journal reports Goodlett will plead guilty to one count of conspiring to violate Taylor’s civil rights for helping falsify an affidavit for the police search of her apartment.

ST. LOUIS — School librarians across Missouri are pulling books from shelves as they face the potential for criminal charges under a new state law banning “explicit sexual material.”

CNN legal analyst Jeffrey Toobin says he's leaving the network, nearly two years after the Zoom incident that derailed his career. Toobin had stepped away from CNN after exposing himself in a Zoom call with colleagues from The New Yorker magazine, which fired him. CNN kept him off the air for eight months, but he returned in 2021 to provide commentary on trials and court decisions. In a tweet on Friday, Toobin said he had decided to leave. He said he was glad to make his final appearance on the network with colleagues Wolf Blitzer, Anderson Cooper and Don Lemon.

The Mississippi Department of Public Safety says its internal investigation has found no criminal conduct by a white Highway Patrol trooper who used physical force against a handcuffed Black man during an arrest. The confrontation was caught on video by relatives of the man being arrested. Investigators said Friday that they have completed inquiries into the Aug. 5 encounter near McComb. The investigation started after a viral video showed the trooper putting a handcuffed man into a chokehold and wrestling him into a ditch. Mississippi Department of Public Safety Commissioner Sean Tindell says the event shows how even a routine traffic stop can quickly turn into a dangerous situation for both citizens and law enforcement officers.

The National Weather Service is calling this the most “restless” summer monsoon season in the Las Vegas area in a decade. Authorities on reported one death late Thursday in a flood-control channel near the south end of the Strip, and another body was found Friday. Overnight thunderstorms caused a leaky casino ceiling at Planet Hollywood and water flowed through a parking structure at The Linq hotel. Caesars Entertainment, owner of both properties, didn’t immediately comment or provide damage estimates. The weather service says the last time summer was this wet was in 2012. It extended a flash flood watch through Friday evening and says afternoon and evening storms could occur through next week.

A federal judge has temporarily ordered a central South Dakota county to work with the Lower Brule Sioux Tribe to implement by November a redistricting plan to allow for the election of tribal candidates to the County Commission. The tribe had sued Lyman County, alleging a delay to a new redistricting plan until 2024 or 2026 violated federal law by keeping Native American voters from electing county commissioners who represented them. Chief Judge for the U.S. District Court in South Dakota Roberto A. Lange issued a preliminary injunction on Thursday. He suggested the court could come up with a plan to implement the new voting districts if the county does not.

Iowa’s defense was a big reason the Hawkeyes won 10 games and the Big Ten West last season. The inconsistency of the offense played a big part in Iowa’s four losses, including a 42-3 defeat to Michigan in the Big Ten championship game and the 20-17 loss to Kentucky in the Citrus Bowl. The Hawkeyes know they have to be better with the ball this season.

Health officials in New Mexico say they're streamlining the state's emergency public health order, citing the evolution of the virus, the changing nature of the pandemic and new recommendations adopted by the federal government. Friday's move comes after the nation’s top public health agency relaxed its COVID-19 guidelines and dropped the recommendation that Americans quarantine themselves if they come into close contact with an infected person. Among the changes for New Mexico, state officials say the Health Department will no longer require weekly testing for healthcare workers whose vaccine status is not up to date.

A man once briefly married to Britney Spears has been convicted of aggravated trespassing and battery at the pop star's June wedding. Forty-year-old Jason Alexander pleaded no contest to the two misdemeanor counts in a California court. He was sentenced to the 64 days he has already served in jail. Prosecutors dropped a felony stalking charge. Alexander was married to Spears for less than three days in 2004. When she married longtime boyfriend Sam Asghari at her home on June 9, Alexander appeared uninvited and got inside the house. Prosecutors say he refused to leave and battered a security guard who tried to remove him.

The Cleveland Guardians have put unvaccinated right-hander James Karinchak on the restricted list for games this weekend at Toronto. The AL Central leaders selected righty Peyton Battenfield from Triple-A Columbus. Foreign nationals who aren’t vaccinated against COVID-19 aren’t allowed to enter Canada, save for limited exceptions that require a 14-day quarantine. Unvaccinated baseball players are placed on the restricted list, where they are not paid and do not accrue major league service time. Karinchak is 0-0 with a 1.72 ERA in 14 games. The four-year veteran hasn’t allowed a run in a career-best 13 2/3 innings and has struck out 28 since July 4, most among AL relievers.

The Patriots used their first exhibition outing on Thursday night to evaluate the new faces on their roster with most of their starters watching from the sideline after being given the night off. Officials say St. Charles Health System in Central Oregon accidentally overpaid thousands of employees a total of $2 million and is demanding employees pay that money back. Oregon Public Broadcasting reports employees were told Thursday of the total amounts allegedly owed. Scott Palmer of the Oregon Nurses Association said the amounts range from less than $100 to as much as $3,000. More than 2,300 employees apparently owe some money to St. Charles. The pay issues stem from a ransomware attack on Ultimate Kronos Group, a technology company that runs St. Charles’ payroll system. Scott Palmer of the Oregon Nurses Association said their members have received little evidence that the hospital system overpaid employees.

By chance, Associated Press reporter Joshua Goodman was at the venue in western New York when author Salman Rushdie was attacked on Friday. The Latin America correspondent based in Miami was vacationing with his family at the Chautauqua Institution, a renowned location for spiritual reflection and education. Equipped only with his mobile phone, he quickly went to work after Rushdie was stabbed. Goodman took pictures, video and told the story of an author who has been the subject of threats since the 1980s. Goodman has covered violent protests in Latin America for the AP, but said this was one of the worst things he's ever seen.

Leaders of the Southern Baptist Convention say that several of their denomination’s major entities are under investigation by the U.S. Department of Justice. The SBC’s statement gave few details about the investigation, but indicated it dealt with sexual abuse. The SBC, the largest Protestant denomination in the U.S., has been plagued by problems related to clergy sex abuse in recent years.Earlier this year, an SBC task force released a blistering 288-page report from outside consultant, Guidepost Solutions. The firm’s seven-month independent investigation found disturbing details about how denominational leaders mishandled sex abuse claims and mistreated victims.

Republican Roy Moore has won a defamation lawsuit against a Democratic-aligned super PAC over campaign ads in the Alabama 2017 U.S. Senate race in Alabama. A jury on Friday awarded Republican Roy Moore $8.2 million in damages after finding that a Democratic-aligned super PAC made false and defamatory statements with an advertisement during the 2017 U.S. Senate race in Alabama. Moore said he considered the ruling a vindication. The Senate Majority PAC had argued the ad was substantially true. An attorney says they plan to appeal.

BALTIMORE — Baltimore State’s Attorney Marilyn Mosby violated a court order last month when she commented about Keith Davis Jr.’s controversial criminal cases on social media, a judge ruled Friday, holding the city’s top prosecutor in contempt of court.

DETROIT — Oakland County Circuit Judge Jacob Cunningham has ruled Gov. Gretchen Whitmer will not be forced to testify in the case she filed to stop enforcement of Michigan's abortion ban — a decision that was almost immediately appealed to the state Court of Appeals.

Houston Astros outfielder Michael Brantley will miss the rest of the season after having surgery on his right shoulder. The 35-year-old Brantley hasn’t appeared in a big league game since June 26. He hit .288 with five homers and 26 RBIs in 64 games in the final season of a $32 million, two-year contract. The loss of the sweet-swinging Brantley is a big blow for AL West-leading Houston. The five-time All-Star is a .298 hitter with 127 homers and 713 RBIs in 1,430 regular-season games.

Newspaper publisher Gannett Co. confirmed Friday that it’s laying off some of its newsroom staff as part of a cost-cutting effort to lower its expenses as its revenue crumbles amid a downturn in ad sales and customer subscriptions. The McLean, Virginia-based company declined to provide details about the number of people who were losing their jobs. Gannett, which owns USA Today and more than 200 other daily U.S. newspapers with print editions, ended last year with more than 16,000 employees worldwide, according to the company's annual report. The payroll included including more than 4,200 reporters, editors and photographers.

America sizzled through some hot nights last month, enough to make history. Federal meteorologists say the Lower 48 states in July set a record for overnight warmth. The average overnight temperature for the continental United States in July was 63.6 degrees, which is the highest in 128 years of recordkeeping. This matters because cooler temperatures overnight are crucial for people, animals and plants to recover from the warmth of daytime heat waves. In the U.S., the nighttime is warming faster than the daytime. Climate scientists say that's a signature of human-caused global warming.

The school board in North Dakota’s largest city decided to stop reciting the Pledge of Allegiance at their meetings. That's prompted a Republican lawmaker to vow to push for a voucher program that would allow public money to pay for private school tuition. The Fargo School Board voted 7-2 Wednesday to halt the recitation of the Pledge of Allegiance, saying it doesn’t align with the district’s diversity code, largely because it says “under God” in one phrase. The state Republican Party called the board’s action “laughable” and an “affront to our American values.” Grand Forks state Sen. Scott Meyer said he would begin working on a school voucher bill draft next week.
